What must the public do if a detained person tries to escape?

The PERA Act (Punjab Environmental Regulation and Accountability Act or related enforcement act, depending on the jurisdiction) emphasizes not only the role of authorities but also the civic duty of the general public in maintaining law and order. One crucial provision requires that every person must assist in preventing the escape of a detained or arrested individual if such an attempt occurs in their presence.
