Who approves the guidelines issued by the Authority?

According to the PERA Force Laws, any guidelines issued by the Authority must receive approval from the Government. While the Authority can prepare and propose guidelines to regulate enforcement and operational procedures, these guidelines do not become legally binding until the Government approves them.
