On whose report can an Enforcement Officer conduct a special inspection?

Under the PERA Force Laws, Enforcement Officers are empowered to carry out special inspections when reports are received from whistle-blowers or departmental sources. This provision allows officers to act on credible information about potential violations orirregularities, even outside routine patrols. Reports from whistle-blowers provide actionable intelligence from individuals aware of wrongdoing, while departmental reports come from internal monitoring or references issued by the Authority.
